Hey Peter, GPUs are covered under Annex 2 HTS code 85423100. If you look up the definition you will see it covers system on a chip which I believe includes GPU systems like GB200
I think individual GPUs would be exempt under 85423100 but when they come together on a module board like the GB200 they fall under 8473 and are not exempt. Potentially one could import individual GPUs separately and assemble them into modules in the US? I think this might work with AMD but not NVIDIA.
Thanks Peter! Question: would the tariffs help domestic chipmakers like NVIDIA and AMD, so we could expect a rebound in their share prices? (I understand they may have imported parts, perhaps that's why you mentioned NVIDIA's share prices falling after tariff announcements as well as Deepseek shock?)

It is notable that the full GPU server racks may be getting tariffed, although I couldn’t nail that down

Believe System on a Chip 8542.31.00.70 is what they would ship under, genuinely not sure. I agree, wildly frustrating
, I think the end product can be put under multiple categories and NVIDIA has some leeway

NVIDIA and AMD design their chips in the US but they manufacture them overseas, primarily through TSMC in Taiwan. So I think they would be affected.
Would be good for Intel though.
